Pagan Babies and Late Night Catechism
My friends Chris Kopet Huss and Mary Kunkel are leading an entourage tomorrow night to Late Night Catechism 2, the sequel to Late Night Catechism. Both plays feature nuns who interact with the audience as if the audience is really a classroom of parochial students, circa 1950s and early 1960s.
The plays tap into the collective memory of the Catholic culture many of us grew up in. They are clever and hilarious. I saw the original three times and so will pass on this one.
Mary Kunkel's sister recently found an original Pagan Baby certificate. Those of us who were in grade school in some of the pre-Vatican II years remember the Pagan Baby crusades. We'd collect money to save souls of children in Africa and other exotic places. Take a look at the details in this certificate.
The entourage will have this certificate with them at the play tomorrow night, hoping "Sister" will call on them in the very interactive play.

Buster Fuckhead had spent most of his entire natural life trying to make people laugh. Not because he believed in bringing joy or happiness to others. It was just that he loved to see the deformed faces of laughing people . The wide open mouth - the stretched skin of the face -the tilted back head- the flared nostrils and those crazy Shar-Pei wrinkles. The shaking torso and the absurd sounds like jack and jane asses in heat! Laughter for Buster revealed the true foolishness of the human animal and the revelation of ridiculousness was what he thrived on. Call him sarcastic , call him cynical he would have confessed in a heartbeat and gloried in that blatant admission of guilt. That is until the day he met the Baby Angel.

Just when the darling of Bush conservatives had curried favor for their required hair -testing, a shocking reversal has put Salpointe administrators in the camp of unlikely suspects like the ACLU. “The American tradition of parents deciding what is best for their children is, yet again, under attack. The pharmaceutical industry has convinced President Bush to support mandatory mental-health screening for every child in America, including preschool children, and the industry is now working to convince Congress as well. But mandatory screening alone is not what the pharmaceutical industry wants. The real payoff for the drug companies is the forced drugging of children that will result - as we learned tragically with Ritalin - even when parents refuse.”

STUDENT DRUG TESTING IS NO 'SILVER BULLET'

The Office of National Drug Control Policy descends upon San Diego today to host the second of four "summits" around the country promoting random student drug testing. With drug czar John Walters dubbing the program a "silver bullet," enthusiastic conference presenters will no doubt sound as though they have the definitive plan for preventing teen drug use. Backed with a federal budget of more than $9 million and looking for a quick fix to a complicated problem, the push is on. As the mother of four, a National Institute on Drug Abuse scholar, and director of a drug education project for parents of teens, I urge San Diego's educators and parents to be wary of "feel good" promises and to proceed with extreme caution when it comes to student drug testing, as it may be doing more harm than good. Consider the very real pitfalls: Random drug testing has not been proven to deter drug use. In 2003, the National Institute on Drug Abuse funded the largest study ever conducted on the topic. Seasoned researchers compared 76,000 students in schools with and without a drug testing program. They found no differences in illegal drug use among students from both sets of schools. Urine testing, the most common and inexpensive form of drug testing, is invasive and alienating. The collection of a specimen is a humiliating violation of privacy, especially embarrassing for an adolescent. Testing can, therefore, have the unanticipated effect of keeping students from participating in after-school, extracurricular programs - activities that would fill their time during the peak teenage drug-using hours from 3 p.m. to 6 p.m. Random testing also can infuse an insidious sense of suspicion into the delicate student-teacher relationship, which contributes to a hostile school environment. This is particularly troubling in light of research showing the strong correlation between school connectedness and student success. Drug testing is expensive. School districts across the country, including many in Southern California, are in financial crisis. With costs ranging between $10 and $75 per test, per student, even with federal subsidies, schools simply cannot afford to spend thousands of dollars each year for a program of questionable effectiveness while valuable extracurricular programs struggle to survive. Then there are the problems associated with maintaining confidentiality and school districts' legal liability in cases, for example, of false positives or breaches of confidentiality. Testing is inefficient when it comes to detecting drug problems. Though it may provide a false sense of security among school officials and parents, testing detects only a tiny fraction of users and misses too many who might be in trouble. The National Council on Alcoholism and Drug Dependence cautions that the risk of testing students for illicit drugs, "will be understood ( as a ) signal that alcohol and tobacco are of lesser danger." Indeed, alcohol is the overwhelming drug of choice for high school students, and the most dangerous. The vast majority of drug testing programs do not test for alcohol. Even if schools incurred the additional cost, since alcohol is undetectable in bodily fluids within a few hours, a student could easily "tie one on" on Saturday night and still test negative by Monday morning. The notion that students need drug testing to help them say "no," is questionable. The 2005 "State of Our Nation's Youth" survey found that, contrary to popular belief, most teens are not pressured to use drugs. Instead, they are influenced by their parents, with whom 75 percent say they have a good relationship. For this reason, last year the 1-million-member California State PTA joined both the state Senate and the Assembly in opposing random, suspicionless drug testing in California schools. "As parents, we're certainly concerned about addressing issues of student drug abuse," said spokeswoman Kathy Moffat in a July 2004 Los Angeles Times article, "but a random drug-testing program implies there is no trust." Random drug testing may seem a panacea, but it is fraught with social, emotional and financial problems. If we are truly intent on helping students, we should listen to drug-abuse professionals who know that detection of problems requires careful attention to signs such as truancy, erratic behavior and falling grades. Those in decision-making roles would be wise to listen to physicians such as Dr. Howard Taras of the UCSD School of Medicine, member of the American Academy of Pediatrics and chief medical consultant of the San Diego Unified School District: "Any school currently operating a drug screening program must also have a scrupulous evaluation of the program's potential benefits and of the program's potential harms. Only results of such careful evaluations can and should guide parents and school administrators to do what's best for our youth." Before we leap into a program that uses students as guinea pigs, we should examine the many repercussions, pitfalls and alternatives to random drug testing. There simply is no "silver bullet."

DRUG TESTING IN SCHOOLS VIOLATES RIGHTS, EXPERT SAYS
MANHATTAN -- Mandatory drug testing for students, teachers and other school employees holds serious pitfalls and in some cases may violate personal rights guaranteed in the Fourth Amendment to the U.S. Constitution.
That's the view of Kansas State University Professor Bob Shoop, who says the Fourth Amendment protects citizens against unreasonable search and seizure.
"Courts have ruled that drug tests are a search," said Shoop, a professor of educational administration. "A search is a privacy issue, and there has to be a clear reason for the search."
Opponents of mandatory drug testing argue that forced random or uniform drug testing severely endangers constitutional democracy. The Fourth Amendment issue of reasonable suspicion is a fundamental objection to mandatory and comprehensive drug screening, Shoop said.
"Proponents cite dramatic evidence that drug testing has been effective and argue for routine screening," Shoop said. "The results of aggressive drug screening are genuinely impressive.
Shoop said prospective teachers do not have the same rights to privacy as current employees. They may reasonably anticipate that some districts may require drug testing because the district's interests lie in maintaining a safe and conducive learning environment. School districts may require prospective teachers to submit to drug testing before hiring.
"The Fourth Amendment does not prevent a school from requiring urine, blood or breath specimens under conditions of pre-employment examination," Shoop said. After the teacher is hired, drug testing may only be done if there is reasonable suspicion where there is particularized fact or inference that the employee is then under the influence of a chemical substance.
"You get a constitutional issue if you try random drug testing once the teacher is employed," Shoop said. "The testing of current teachers cannot be justified without suspicion of wrong doing."
School districts may be interested in testing teachers for drugs to determine their fitness to teach, and the effect of an unfounded search may result in loss of employment, contractual rights and possible criminal charges, he said.
Schools are more limited than businesses in the private sector when it comes to requiring drug tests because schools are funded by the government, Shoop said. Private employers may create a policy which requires their employees to submit to random or regular drug testing. However, the employer must have a clear policy and the employees must know about it before it may be applied. The employees then have the option to leave the company if they do not agree with the policy.
"The real issue is not whether schools can or cannot test," Shoop said. "The question is why do they want to do it?" The controversy over drug testing in schools has been growing and holds significant implications for the way schools are run in the future, he said. Real concerns about school safety have resulted in increasing demands for drug screening for both students and faculty.
"The increasing number of drug-related tragedies has heightened the debate," Shoop said. "In a school, the primary reason for drug testing is to eliminate the use of drugs and create a safer school environment."
Shoop said he recommends that school districts write specific and clear policies stating how drug tests may be used by the district to fight a known drug problem.
"Teachers have a tremendous amount to lose," Shoop said. "The drug tests are incredibly invasive, may read a false positive or may be done improperly."
There is a distinction between drug testing for students and for teachers. The primary object of a student search is to preserve safety in schools as it is threatened by drug abuse. However, unfounded random searches still violate the Fourth Amendment, he said.
Shoop said he thought once a student was observed using drugs, the school could take the appropriate disciplinary action without a drug test.
Some schools in Kansas have looked into creating a policy for blanket drug testing the student body, but the procedure would be incredibly expensive, Shoop said. However, Shoop is not aware of any Kansas school districts that have implemented policies at this time.
Courts are also divided on the issue of drug testing student athletes. In some cases, it has been ruled legal to submit student athletes to drug tests if they have been notified before the tests are administered. Other courts have ruled that the school needs a written and publicized policy on drug testing first.
"The risk of ruining a reputation is so great, there are better ways to find out if you have a drug problem," Shoop said.

Salpointe to drug-test all students
Mandatory program, first in Pima County, will start next fall

All students at Salpointe Catholic High School soon will face a test more stomach-wrenching and nerve-racking than Advanced Placement exams or the SAT — mandatory drug testing.
When the program starts next fall, Salpointe will be the first school — public or private — in Pima County to submit the entire student body to drug testing, school officials believe.
The move is not entirely unprecedented. About 150 Catholic schools across the country have mandatory drug tests for all students, said Mike Urbanski, head of student services at Salpointe, 1545 E. Copper St.
And Catalina Foothills High School started a voluntary drug-testing program this year after three girls were arrested for using and possessing heroin on campus in September 2005.
Salpointe officials started thinking about mandatory drug testing earlier this fall, Urbanski said. After positive feedback on the school's continuing efforts to reduce drug use on campus, he said, it was time to move to the next step.
"We're always looking for ways to be proactive with our drug- and alcohol- prevention program," Urbanski said. "I looked at other Catholic schools in the country to see what we could do."
He found the perfect model at St. Patrick High School in Chicago, where hair samples have been used to test for drugs since 2004.
The test uses a strand of hair from each student — a more reliable test for longtime drug use than the more common urinalysis, according to the Web site for Psychemedics, the Massachusetts-based company that will perform Salpointe's tests, most likely in a California lab.
Evidence of drug use stays in the hair for about 90 days, more than 10 times longer than it would in urine or saliva, the company says, and washing hair cannot remove any indication of drug use.
The list of drugs that can be detected with hair testing includes cocaine, marijuana, opiates, methamphetamine, Ecstasy and phencyclidine, or PCP.
Consequences of a positive test include a conference with parents and Urbanski, in which counseling options will be considered. The student also will have to agree to take another test 100 days after the first test.
A second positive result could mean suspension or expulsion.
Urbanski doesn't want a student to face that situation.
"This is not us being policemen," he said. "We want them to get help, and we want to keep everybody here."
Some of the more than 1,200 students at Salpointe said they learned of the program through word of mouth. Their reactions were mixed.
"It's almost untrusting of the students," said sophomore Hank Mangen, 16. "It's kind of necessary, though. If people need help, they need help."
Sophomores Eddie Urcadez and A.J. Venne, both 16, said some students reacted by calling the new policy an invasion of privacy.
"I don't really see it like that," Urcadez said.
Drug use and possession on Salpointe's campus are rare. Tucson Police Department records show no calls to the school for drug-related incidents in the past 15 months, although some students said they recall classmates who showed signs of being under the influence of drugs.
The new program is not likely to deter students from participating in any of the school's top-notch sports programs, Urban- ski said. Athletes already are required to sign an agreement that includes not using drugs or alcohol during the season.
Though Salpointe is likely to be the first private school in Tucson to enact a drug program of any kind, Notre Dame Preparatory High School in Scottsdale began mandatory drug testing in 2003, and St. Mary's High School in Phoenix announced last month that a similar program is in the works.
The Paradise Valley Unified School District started the trend in 1991 by testing athletes after suspicions of steroid use arose. Since then, a few more public schools in Arizona have implemented campus-wide testing.
Mandatory drug testing for all students would be illegal in public schools, State Superintendent of Public Instruction Tom Horne said. He fought to allow the drug testing in Paradise Valley while he was a school board member there and has pushed for more voluntary testing at the high school level.
"I'm a passionate advocate of drug testing," Horne said.
Salpointe officials aren't sure exactly how much the mandatory drug-testing program will cost because they're still figuring out the final details.
The program will be supplemented by the school's Community of Concern, a group similar to a parent-teacher organization that focuses on eradicating drug and alcohol use.
The school also is visited by a drug-sniffing dog and an alcohol-prevention unit. And for the past three years, parents have been required to attend a two-hour forum on substance-abuse prevention or their kids can't go to the prom or winter formal.
"A lot of the stuff we do is more than what most schools do," Urbanski said.
